A “blue-ribbon” panel of US and former Soviet/Russian Officials, under the auspices of the Belfer Center at Harvard Univesity, as published the report “The U.S.-Russia Joint Threat Assessment of Nuclear Terrorism“.
I was struck by the first sentence of the abstract:
Nuclear terrorism is a real and urgent threat. Given the potentially catastrophic consequences, even a small probability of terrorists getting and detonating a nuclear bomb is enough to justify urgent action to reduce the risk.
This is classic risk assessment where one needs to come to grips with low probability high impact risks. Kind of important, I would think.
